ILP Eligibility and Application

An eligible applicant must be:

• Age of 18 but not yet 21
• Foster care services have terminated (termination means court jurisdiction has terminated and a court order is issued.)
• Former foster youth was under DCFS supervision or Probation supervision AND in out of home care after turning 16 years old OR A kin- gap youth who at any age resided with a related legal guardian
• Also qualified are former foster youth who meet all of the above qualifications and:
  1) were adopted after their 16th birthday
  and/or
  2) Have run away from placement
